DFDI 2025 is a premier invite-only summit that brings together policymakers, industry pioneers, and innovators from DCO member states—including Bahrain, Bangladesh, Cyprus, Djibouti, The Gambia, Ghana, Greece, Jordan, Kuwait, Morocco, Nigeria, Oman, Pakistan, Qatar, Rwanda, and Saudi Arabia—along with international partners.

Hosted in Pakistan’s capital, Islamabad, the forum leverages the country’s growing digital ecosystem as a platform to foster global collaboration and investment in the digital economy.

DCO and DFDI’s Mission

Our mission is to advance digital foreign direct investment on a global scale, connecting leaders from DCO member states with the world’s top innovators. Through DFDI 2025, we aim to:

Highlight the collective digital potential of DCO member states, including Pakistan as the host, with a combined GDP of $3.5 trillion and a market of nearly 800 million people.

Facilitate partnerships between IT leaders across DCO nations and international stakeholders to drive innovation and knowledge exchange.

Present actionable investment opportunities in the digital economies of DCO member states, showcasing their combined strengths in AI, fintech, cybersecurity, and beyond.

Foster dialogue on global digital policies that enhance infrastructure, adoption, and exports across the 16 member states.

Why Pakistan?

Pakistan, a founding member of the DCO, hosts DFDI 2025 in Islamabad, offering a vibrant setting for this global forum. With internet penetration at 53.57% (142 million users) and 72.99 million smartphone users in 2025, Pakistan contributes to the DCO’s collective digital growth, alongside other member states. Its rapid IT sector growth—evidenced by $1.864 billion in IT exports in the first half of 2024-25, up 28.04% year-over-year—underscores its role as a key player in the global digital landscape.

Pakistan’s Role in the DCO

As a founding member of the DCO, Pakistan has been at the forefront of shaping the organization’s agenda since its inception. With a population where 70% are under 30, a thriving tech ecosystem of over 2,000 startups, and IT exports surpassing $2 billion annually, Pakistan exemplifies the potential of emerging digital economies. The country’s leadership was reaffirmed at the 4th DCO General Assembly in Jordan on February 19, 2025, where it was endorsed for the DCO Council presidency in 2026 and included in the 2025 Executive Committee. Pakistan’s national strategies—such as the Digital Pakistan Policy, National AI Policy, and National Fiberization Policy—align seamlessly with the DCO’s goals, making it a natural host for the DFDI Forum.
